Dobromir Popov f1ab618ee0 Merge branch 'worktree-fix-tracker-incomplete-snapshot' ...

Tracker no longer advertises an incomplete local snapshot as a full model
source: files_for_layer_range() now returns an empty file list for a range
when any required weight file is missing on disk, instead of silently
offering a partial/metadata-only subset that nodes trusted as fully cached.
